Summary

The New South Wales Government in Australia launched the ‘Hey Tosser!’ litter prevention campaign in 2014. The Hey Tosser! campaign tells litterers they are being watched and that no one likes what they do. It discourages littering and reminds the community about reporting litterers and littering fines. The message builds on the successful ‘Don’t be a Tosser’ campaign run from 2000 to 2003.

A reference group of local councils helped develop the key messages of the campaign. The Hey Tosser! creative materials can be used by the community, councils and other land managers free of charge. The creative materials are branded with the overarching Hey Tosser! theme. Councils can mix and match the materials from the ‘Hey Tosser! kit to suit their needs. It offers a range of creative materials, including:

- Press advertisements
- Posters
- Stickers
- Digital banners and thumbnail images.

Headline Finding

So successful is the live-reporting Hey Tosser! campaign, the NSW Environment Protection Authority (EPA) is receiving more than 80 reports of rubbish being thrown out of car windows daily — up from 18 a day last year.

Departmental figures show a record 5466 people registered to make a report, with 10,036 downloading the app.

From the registered users, 3663 reports have been received to date with 1779 motorists being sent a fine — quadruple the number issued for the entire 2014 year.
